You can still modify which apps can use the NVIDIA GPU using the NVIDIA Control Panel. However, there will be some miss. One recent experience of mine is steam.exe. It keeps on using 210MHz on the NVIDIA GPU.
When you open NVIDIA Control Panel, there is a note from NVIDIA. It says, Windows OS now manages selection of Graphics Processor.
To control which GPU for a specific app, go to: Settings App> System> Display> Graphics.
Browse for the app you wanted to control and select Power Saving or High Performance.
I hope this helps.

Beginning with the Windows 10 May 2020 Update [20H1], the method for selecting which graphics processor to use for applications has changed.
Check it
